Pembroke's Zoning Board of Appeals ruled that proposed height increases at Mattakeesett Village are a substantial change, sending the developer back for a full public hearing. Jeff Tocchio, representing Bristol Brothers Development, told the board the redesign raises the front building roughly 10 feet, from about 38 feet to 48 feet, to bury a fourth floor within the roofline, a roughly 26 percent increase the board said exceeds the 10 percent threshold for an insubstantial change. Chair Frederick Casvan said the board would "require a full hearing," with the developer due to refile by May 20 for a hearing set June 15.
The same night, the board unanimously approved five other permits, including a special permit for the town's new water treatment plant at wells 2 and 3, presented by Water Department Superintendent Dan Sullivan, and a garage variance for Paul Holt capped at 1,200 square feet.
