Select Board · Meeting of February 18, 2026
Pembroke's Select Board heard a water master plan that maps pipe replacement through 2045. Apex Engineering's Lauren Underwood, Northeast Division Manager, and senior project engineer John Hitty said the system serves 18,323 people through 6,387 connections and should plan for a 2.74 million gallon per day maximum-day demand against 2.33 million in current supply capacity. The plan removes remaining cast iron pipe by 2035, then replaces asbestos cement pipe at about one mile a year.
The Swanberg Well was due online in April. Asked whether the town can afford the work, Town Manager William Chenard said "do we have a choice?" and that costs, rates and borrowing capacity would be modeled. The board also voted 5-0 to recommend five routine warrant articles and, on counsel's advice, to take no action on employee complaints about a resident's public comments.
