PEMBROKE — The Select Board approved a higher electricity rate for Pembroke's aggregation program. Colonial Power consultant Mark Capadona said a new ISO New England charge, driven by January storm costs, left the program about $461,000 short. The board authorized Town Manager William Chenard to sign an amended contract raising the rate from 13.999 to 15.187 cents per kilowatt hour, about $7 more per month per customer and still below National Grid's 15.372 cents.
Capadona called the pass-through structure unworkable for municipal aggregation and said he hoped to return with a fixed price. In a joint session with the Advisory Committee, Chenard outlined an $85.9 million revenue picture for fiscal 2027 and said he was not recommending an operating override.
